Mr. Cohen telephoned me about (7).
He said that M.W.T. believe Mr. Coleman to be the right man for our purpose but that in view of the importance of the work he is at present doing in Basra, they could not recommend his release until the end of the year. They suggested that if the decision as to a Chairman could wait until then, the Ministry would be very glad to give the Advisory Committee any technical help that they could. The difficulty as I see it is that our need for a prospective Chairman who in the meanwhile can work on the preparation of plans for the rehabilitation of the Harbour and that it will be some time before it will be possible to collect personnel for the Trust for an Advisory Committee if that is set up prior to the Trust proper.

Today Mr. Cohen telephoned me again and said that a telegram had come in from Baghdad reporting that the Iraq Government were anxious to retain Mr. Coleman for another year and that he accepted their offer on the condition that he should have a few months leave in this country first. Mr. Cohen said that the M.W.T. felt that they must support this decision in view of the importance of the Port of Basra but asked whether we could make use of Mr. Coleman for a few months this summer.

Mr. Cohen emphasised that he was speaking in his M.W.T. capacity. He suggested that he and one or two colleagues from the M.W.T. should come here to discuss this problem. I said that we should be grateful and promised to suggest a date. Perhaps
Mr. Gent, Mr. Caine and Mr. Mayle would be kind enough to say if and when they will be free for this purpose on Wednesday or later.
